Medha Suktam is part of the Taittiriya Aranyaka ( forest treaty ) of the Yajur Veda - the portions of the Vedas traditionally learnt in the forest regions. Recitation of this Suktam will raise one's intellect phenomenally. It finds place in the 10th Prashna, 41st Anuvaka.
Introduction to Vedas
The entire Universe is reverberating. When there is reverberation, there is sound. In other words, the entire cosmos is simply a manifestation of sound energy. The ancient Vedic sages through penance, were able to download cosmic data directly. They received cosmic truths in the form of sounds which they envisioned. These truths were recited as received, and passed on generations after generations.
Various truths downloaded by various Rishis gave rise to the ocean of Vedas.Veda Vyasa later compiled these Vedas and classified them.These is how the 4 Vedas came to existence.Each of these Vedas had many branches.Each branch had 4 components :
(1) samhita
(2) brahmana
(3) aranyaka
(4) Upanishad
What we refer to as 'Medha Suktam' is a portion from the Aranyaka of the Taittiriya Shaakha ( branch ) of the Krishna Yajur Veda. The part of the Vedas found in the Aranyaka have their downloaders ( Rishi ) unknown. Hence,we do not know who received this shruti.
Medha refers to the power of retention of memory. The deity who presides this dimension is Medha Devi
The word Medha denotes the power of retentive memory ( me dhaarayati iti medhaa )
Medha Suktam reveals all forms of intelligence expressed by various entities in the cosmos. It speaks aobut the dimension of intellect associated with art possessed by the Gandharvas and Apsaras. It speaks about the dimension of intellect associated with the art of medicine in the form of the twin Ashvin deities.
It speaks about the dimension of intellect expressed by various deities like Indra, Surya, Agni, Sarasvati etc
Personally, I have seen wonders from those who religiously chant this Medha Suktam, especially students.
It helps in memory retention, growth of talent and excellence in studies.

What does Medha Suktam confer ?
In the Vedic tradition, we have a scripture called the Rg Vidhaana which describes the application of the Vedas. In one verse, it commands every nursing mother to recite Medha Suktam when they are breastfeeding their baby. This will induce supreme intelligence into the child.
Now we know why the ancients were super-advanced.
Medha Sukam simply raises your intuitive power, power of memory, grasping, and intelligence gracefully.
It awakens the energy of Sarasvati in one as well. This includes the power of Vaak. Through this, one's music ability and speech gets empowered.
My Sanskrit guru once narrated the prowess of this Medha Suktam. Apparently, when he was studying in his pathashala in India ( Arsha Vidya ), he had difficulties in grasping some lessons and this was what his guru made him to do - to recite the Medha Suktam continuously for 108 times ( Medha Suktam generally takes about 3 minutes to complete ) one morning.
And lo! The Vedas proved Her prowess. He had this sudden surge of brilliance where all lessons suddenly appeared synonymous to ABC... that simple! He performed with excellence thereafter and is now a very renowned Sanskrit teacher in Malaysia.
Even today, he emphasizes Medha Suktam in his classes and workshops. The reason is obvious.

Why recite it? Can't I just go through the meanings?
The beauty of Vedas lies in its sound aspect. Vedas are literally the sound geometry which codes the cosmos. They were heard by ancient Sages who then orally transferred this sound-bound knowledge to disciples. This is why they are known as Shrutis ( that which was heard ). This is also why Veda chanting is bound to intonations ( uprise and downfall of pitches). Other forms of prayers which are not from Vedas do not have this rule ( eg.Lalita Sahasranamam )
If you read, it is nothing different from reading a good philosophy. No experience in you is triggered. If you chant it, the truths of the Vedas are realized by the very reciter.
Reading and knowing is different from reciting and letting the sound of the Vedas erupt the very experience in you.
The mantra ( sound energy ) is the pendrive through which cosmic data is transferred into the chanter.
